The money is an issue, the lack of bikes is well known and won’t be addressed. But £180 is a lot of money. I’d be tempted to contact one of the following (google for email addresses), and copy in mayor@london.gov.uk.

Give them a deadline to resolve it by e.g. “I need a response before close of business today”

I don’t really know how to get a speedy response when things go wrong, am hoping other people will chip in with better ideas.
