Firstly, it’s not about trying to ‘resolve’ the tidal flow, it’s about balancing it. That’s the whole point of the recirculation team: to recirculate. And as others have said, when large swathes of Central London are left without bikes for many hours and the recirculation team is nowhere to be seen, then there is a fundamental breakdown in the system.
Secondly, this is a new problem. It has only started happening in the past few weeks. Last summer and the summer before, this problem did not exist. And there hasn’t been any recent spike in usership to explain it away.
