If the traffic is no too heavy, they could make the pinch points by making the road only 1 lane wide so that cars would have to negotiate through. Easiest way to do that in a cycle friendly way would be by putting two mini-islands. The cars get through in the middle, cyclists can skip trough the sides. Doesn’t work well with parked cars blocking bike lanes. Pedestrians would have to pass only 1 lane of car traffic.

I really can’t figure out a better way to do it, unless the narrow street is made one-way and a proper car-free cycle lane is installed. This double-island system would really calm the streets, though. What do you think?
